The plan will focus on providing essential services to those most vulnerable, including food, water, and healthcare.

Dujarric warned that significant gaps in essential services are inevitable, with less than half of those in need receiving aid. Last year's Response Plan was only funded at 27%, forcing humanitarian organizations to sharply reduce or suspend life-saving assistance.
